Property Tax (Predial) Discount Information
1. 80% Discount on Surcharges (Recargos)
If you have past-due property taxes, the city is offering an 80% discount on recargos, which are the late fees added to your account.
You qualify for this discount if you are:
- A Mexican citizen, or
- A foreign resident with valid Mexican residency (temporary or permanent)
This discount applies only to late fees, not to the base tax amount.
Example:
If your recargos total $200,000 pesos, the 80% discount reduces that amount to $40,000 pesos.
2. Additional 30–50% Discount on the Base Tax (Cuenta Corriente)
If you are 60 years or older and have an INAPAM card, you may also receive an additional 30–50% discount on the base property tax (cuenta corriente).
The tax office determines the exact percentage when you pay in person.
3. How Foreigners Can Qualify for INAPAM
Foreign owners can apply for an INAPAM card if they:
- Are 60+ years old, and
- Have Permanent Resident status in Mexico
Once you have the INAPAM card, you may qualify for the additional 30–50% discount on the base tax amount.
4. What to Bring to the Tax Office
To receive any of these discounts, you must go in person and bring:
- Your Clave Catastral (property tax ID number)
- Identification
- Proof of Mexican residency (if applicable)
- INAPAM card (if applicable)
Without your Clave Catastral, the office will not be able to assist you.

6. Early-Payment Discounts for Next Year
The city also offers early-payment (Pronto Pago) discounts at the beginning of each year.
For 2025, the discounts were:
- January: 10% in person, +2% more if paid online
- February: 7% (up to 9% online)
- March: 5%
The 2026 schedule has not yet been released, but it usually follows a similar pattern.
